# Verse Governance Map

> What governs what — and, just as importantly, what does NOT. The anti-category-collapse map. Each branch is an authority layer answering a different question; the arrows show doctrine's authority flowing downstream ('governs') and the load-bearing non-equivalences ('≠') that keep the Verse from collapsing doctrine, history, implementation, and public expression into one undifferentiated blob of 'knowledge'. Authority is separated on purpose.

## Components

- **The Verse — Governance Map** — The control logic, not the machinery. Read the '≠' arrows: legibility is preserved by keeping authority layers distinct, not by merging them.
  - **1 · Doctrine / Canon** — THE normative layer. The only layer with governing authority over the system. Changes by declaration, never drift. Upward precedence always wins.
    - **VO/** [governing] — Living canon. Level 0 (Human Legibility) → Level 1 (Sovereign Convergence) → Level 2 (Meaning & Constraints) → Level 3 (Master KB) → Level 4 (Boot). Upward precedence wins.
    - **BOOT.md + agent boot surfaces** [governing] — Operational doctrine and named governing protocols. The agent prompts are the deployed instantiation of this doctrine.
    - **GUILD_OPERATING_ARCHITECTURE.md** [governing] — Current operating governance specification — roles, layers, residency policy.
  - **2 · Current Operating State** — Descriptive orientation. Answers 'what is true right now operationally' — NOT 'what ought to be'. Non-governing.
    - **CURRENT_STATE.md** [descriptive] — Repo-confirmed digest for fast loading. Read-only, descriptive. NOT canon. NOT a mutation lane. Authorizes nothing.
  - **3 · Historical Reference** — Evidence and memory. Answers 'what happened / what was said' — backward record only. Not present authority.
    - **Historical corpus / memory** [historical] — Historical search over past evidence. High-fluency snapshots of prior language are evidence of PAST state, not current authority.
    - **git log / past sessions / archive** [historical] — Immutable backward record. Evidence class, not governing class.
  - **4 · Prompt / Runtime Truth** — Source-of-truth for what is actually running now. Answers 'what does the system actually say/do right now' — and it must be read at source, not searched in history.
    - **Current prompt state = source + deployed bundle** [source-of-truth] — Lives in source files and the deployed runtime bundle, not in historical echoes. Current runtime truth is read at source, never reconstructed from history.
    - **Current implementation truth = direct verification** [source-of-truth] — Confirmed by direct source read / builder verification / live probe — NOT by historical search. Claim-after-verification.
  - **5 · Workflow Continuity Layer** — Governs workflow continuity and tracking objects — NOT Verse doctrine. The structural function is shown; the operator-internal mechanism (specific tracking registries and workflow surfaces) is withheld from public disclosure.
  - **6 · Implementation / Build Layer** — Authoritative for actual built/deployed state. Answers 'what is actually built and live'. Does NOT override doctrine — but doctrine cannot fake it either.
    - **Repo / local build surfaces** [implementation-state] — Source truth for code/text. Claude's build + verify arm.
    - **Workers / sites / deployed state** [implementation-state] — Live workers, deployed sites and pages. Authoritative for what is actually deployed.
  - **7 · Public Expression / Translation** — Downstream of doctrine. Answers 'how is this expressed to the outside' — translation, not source. Governance-gated: not everything internal is public-safe.
    - **Web mesh + public map stack** [public-expression] — verse-mesh cluster, this Verse Map Stack.
    - **Doctrine-to-market translation** [public-expression] — productization drafts, public sites. Derived from doctrine; never a substitute for it.
  - **8 · Anti-Collapse Boundaries** — The load-bearing non-equivalences. Each is a distinction the system refuses to merge. Confusing any pair is the category-collapse failure mode this whole map exists to prevent.
    - **corpus history  ≠  current-state truth** [anti-collapse] — Corpus history is not admissible as current-state truth, regardless of fluency or recency. Past evidence and present authority are distinct.
    - **current-state  ≠  canon / doctrine** [anti-collapse] — CURRENT_STATE.md is descriptive; VO/BOOT are normative. Descriptive never becomes normative by being recent.
    - **implementation-state  ≠  doctrine** [anti-collapse] — Built/deployed truth doesn't override doctrine; doctrine doesn't override what's actually deployed. Both true, neither collapses the other.
    - **public expression  ≠  doctrine** [anti-collapse] — Market translation is downstream of canon. A polished public page is not a source of authority.
    - **derivative artifact  ≠  source object** [anti-collapse] — Source-Reference Anchoring: compiled reconstructions / summaries can't substitute for source-thread authority when provenance matters.
    - **recurrence / polish  ≠  authority** [anti-collapse] — Canon Declaration-Not-Drift: presence in the corpus, naming, comprehensiveness, or repetition do not confer authority.

Each line reads `from → to: label (edge kind)`. A `non equivalence` edge marks two things the map deliberately refuses to merge; every other kind is directed flow.
